In a time of heroism by national, state and city leaders, Pinal county officials are busy bobbing and weaving.

On September 5 and 8, Dennis Cady, Pinal’s Planning and Development department director, was asked to answer a few simple questions regarding the Pinal Comprehensive Plan.

Cady was asked to answer a few simple questions by September 15.

Cady responded to the questions in a letter postmarked September 14, 2001.  Cady's letter contained no answers.  

Instead of answering the questions, Dennis Cady turned on his heel and and ran away. 

The only new information in Cady's letter are particulars of a special meeting he called allow residents of  the San Manuel area to preview the Water Resources Element of the Pinal Comprehensive Plan on Oct. 3.

Cady has apparently decided that the only people that should be able to see his plans assuring there is enough water to support the 117,000 new residents his plan proposes be imported to the area, are a few folks in the San Manuel area.

Cady did not invite any other Pinal voters to his  "special meeting" in San Manuel where he will explain why his department decided it was appropriate to import over 117,000 people to Area 4B before they knew whether or not there was sufficient water to support this massive population increase.

So . . . while  Cady has proposed to put over 117,000 people in Area 4B, he refuses to answer questions explaining why he believes that there is sufficient water to support this massive population increase in Area 4B of Pinal County.

More importantly, Cady refuses to explain why he doesn't want the other voters of Pinal County  to comment on his Water Resources Plan for their county.

In a time requiring heroes, Dennis Cady has balked.

Dear Mr. Cady;

I read your letter dated September 6, 2001, which according to the postmark on the envelope was not mailed until September 14, 2001.

I am extremely disappointed that you have chosen not to answer the questions put to you in my letters dated September 5 and 8, 2001, copies of which were made available to you via email sent to you on the day the letters were mailed. 

I find your failure to provide answers unacceptable and again request that you provide answers so that Pinal voters will have the opportunity to learn the methods and procedures you are using to develop the Pinal Comprehensive Plan.

I am also interested in why you have chosen to reveal the Water Resource Element of your plan only to residents of the San Manuel Area and withhold early disclosure of the Water Resource Element from the residents of the other planning areas of the county.
