Dennis Cady, director of Pinal Planning and Development, has changed the
schedule for the adoption phase of the Pinal Comprehensive Plan.
Cady told Mary Ellen Kazda the details of the new schedule during the
September 20th Planning and Zoning work session held in Florence.
The only commonality between the old and new schedules is that the completion
date was not changed.
Pinal County has not yet placed the updated schedule on their web site.
Cady also made a draft of the Water Resources Element of the Comprehensive
Plan available to Kazda at the meeting. However, the draft Water
Resources Element does not contain an analysis showing that there is sufficient
water to sustain the massive development authorized by the current draft
Comprehensive Plan. State law requires such an analysis.
As a public service, PoisonedWells.com has created a version of the
new schedule in the same form used by Pinal County. Perhaps Pinal
County will copy the new schedule below to their web site thereby informing
residents of the changes.

Of interest:

The new schedule calls for adoption of the plan by December 19, no matter
what objections arise from the 60 day review period.

Pinal officials have been hurriedly trying to complete the plan as early
as possible so as to get back to the business of rezoning massive
tracts of land for development.
The new schedule calls for a meeting October 3 to reveal the Water
Resources Element of the Pinal Comprehensive Plan -- but only to residents
of the San Manuel Area.
Residents from other planning areas in the county will not see the Water
Resources Element until the hearing with the P&Z Commissioners on December
6.
Since it will be impossible to read, analyze and comment the Water Resources
Element at the December 6 meeting, residents from other planning areas
who don't attend the special meeting at San Manuel will not be able to
comment on the Water Resources Element until the December 19 Pinal Board
of Supervisors hearing where the BOS will give their final approval to
the plan.

The new schedule moves the public hearing with the P&Z Commissioners
to December 6, after the end of the 60 day review period ends.
Since the 60 day review period ends on November 29, Cady's Planning
and Development department will have 4 working days to incorporate changes
arising from the public review prior to the hearing before the P&Z
Commissioners.
Unfortunately, the first time residents will be able to see the final
plan containing amendments arising from the 60 day review will be at the
December 6 P&Z hearing.
Since it will be impossible to read, analyze and comment on the final
plan during the 2 hour hearing on Dec. 6, residents will not be able to
comment on the final plan until the December 19 Pinal Board of Supervisors
hearing where the BOS will give their final approval to the plan.

The new schedule corrects a flaw in the prior schedule.
In the old schedule, the hearing before the P&Z Commissioners
was scheduled to occur on October 11 before the end of the
60 day review period.
This would have been problematic as the Commissioners would have had
to recommend that the Board of Supervisors adopt the Comprehensive Plan
before changes arising from the 60 day review had been incorporated in
it.
A copy of the old schedule follows. As of this writing, this schedule
is the one posted on the Pinal County web site.
